A fatal alert was generated and sent to the remote endpoint. This may result in termination of the connection. The TLS protocol defined fatal error code is 10. The Windows SChannel error state is 1203.

Causa identificata da Microsoft:
Schannel supports the cipher suites. The suites are listed in the default order in which they are chosen by the Microsoft Schannel Provider. Different versions of Windows support different SSL versions and TLS versions. Developers specify these elements by using ALG_ID data types. For more information, see Specifying Schannel Ciphers and Cipher Strengths. Application Compatibility and the local activation security enforce the policy.

Apriamo Group Policy Editor, lanciando da PowerShell gpedit.msc, quindi

andiamo in Computer Configuration
-> Administrative Templates
-> System
-> Distributed COM
-> Application Compatibility e abilitiamo “Allow local activation security check exemptions”.
